As the nation observes the 18-Day Campaign to End Violence Against Women (VAW) from 25 November to 12 December, the Civil Service Commission (CSC) called on government agencies to intensify efforts to protect women in the public sector against gender-based violence.
CSC Chairperson Karlo Nograles said measures must be taken to foster a safe environment for women to speak up about their experiences of violence and to encourage help-seeking behavior.
He said, “Data from the United Nations shows that less than 40 percent, or only 30 plus percent, of women who experience violence seek help of any sort. Among these women, most seek help from family and even friends; very few seek help from formal institutions, such as the police and health services, because of the stigma associated with it.”
He called on heads of agencies, supported by their respective human resource management officers, to strengthen the agency’s Committee on Decorum and Investigation (CODI). “Ang head of agency, at ang CODI, ang may pangunahing responsibilidad na maiwasan at matugunan ang sexual harassment sa sektor ng pamahalaan.”
The Civil Service Commission (CSC) reminded government workers to refrain from soliciting gifts in line with the holiday season.
Section 7(d) of Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, provides that “public officials and employees shall not solicit or accept, directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the course of their official duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of their office.”
Further, Section 3 of Republic Act No. 3109, or the Anti-Graft and Corrupt Practices Act, provides that the following, among other acts or omissions, are declared to be unlawful:
(b) “Directly or indirectly requesting or receiving any gift, present, share, percentage, or benefit, for himself or for any other person, in connection with any contract or transaction between the Government and any other party, wherein the public officer in his official capacity has to intervene under the law”;
(c) “Directly or indirectly requesting or receiving any gift, present or other pecuniary or material benefit, for himself or for another, from any person for whom the public officer, in any manner or capacity, has secured or obtained, or will secure or obtain, any Government permit or license, in consideration for help given or to be given…”
CSC Chairperson Karlo Nograles said, “Bagama’t bahagi na ng ating kulturang Pilipino ang pagiging mapagbigay lalo na sa panahon ng Kapaskuhan, tandaan po natin na ang ating serbisyo bilang lingkod bayan ay binabayaran na ng taumbayan sa pamamagitan ng ating buwanang sahod.”
The Civil Service Commission (CSC), in partnership with the University of the Philippines Los Baños (UPLB), conducted a tree planting activity on 29 November, the eve of Bonifacio Day, at the CSC Central Office in Batasan Hills, Quezon City.
CSC Chairperson Karlo Nograles led the activity with UPLB Vice Chancellor for Community Affairs Roberto P. Cereno, MM. Joining the two officials were CSC Commissioners Aileen Lourdes A. Lizada and Ryan Alvin R. Acosta, UPLB Assistant to the Vice Chancellor for Community Affairs Dr. Benevieve D. Villanueva, and other CSC and university officials.
Planted on the site were bignay, lipote, and catmon seedlings, all donated by UPLB.
Chairperson Karlo Nograles noted that it is CSC’s way of commemorating the heroism of Andres Bonifacio, the Father of Philippine Revolution, and a Supreme Leader of the Katipunan.
“Bilang pagkilala sa iniwang legacy o pamana sa atin ni Andres Bonifacio, nagsagawa tayo ng tree planting activity na isang paraan upang maipamalas ang ating pagmamahal sa bayan sa pamamagitan ng pangangalaga ng ating likas yaman,” Chairperson Nograles said.
Civil Service Commission (CSC) Chairperson Karlo Nograles underscored the crucial role of human resource management practitioners (HRMPs) in the public sector in driving change in government.
In his message at the opening ceremony of the 25th Regional Continuing Professional Education for Human Resource Management Practitioners on 29 November 2022 at Ilocos Sur, Chairperson Nograles said, “You, our HRMPs, are in-charge of the country’s public sector human capital. You are tasked to recruit and develop a high-performing and efficient civil service system, the 1.8 million lingkod bayan—in the case of Ilocos, the 95,875 career and non-career government personnel—who are the driving force behind the achievement of peace and security, economic stability, and social equality in the region.”
“Thus, we need to come up with reforms and innovations in HR management that will lead to better governance systems, to a better life for the more than 100 million Filipinos,” he added.
Central and regional officials of the Civil Service Commission (CSC) gathered for a three-day Directorate Conference on 21 to 23 November 2022 at the Development Academy of the Philippines Conference Center, Tagaytay City to formulate the agency’s goals and strategic plans for the succeeding years.
CSC Chairperson Karlo Nograles stressed on the importance of the activity. “Mahalaga para sa anumang organisasyon na may malinaw na layunin, stratehiya, at plano na gagabay sa lahat ng mga gawain nito. The CSC holds the gargantuan task of looking after government’s 1.8 million workers, and having a well-crafted and detailed strategy would help us set our direction, identify our priorities, and align our employees toward a common goal.”
He added, “Maganda itong pagkakataon para sa newly constituted Commission—na kinabibilingan ko bilang Tagapangulo at ng ating dalawang Komisyonado, si Commissioner Aileen Lourdes A. Lizada at Commissioner Ryan Alvin R. Acosta—na magkaisa at makilahok sa pagsusuri ng kasalukuyang Vision, Mission, at Values ng CSC at pagbuo ng bagong Strategy Map na maaaring magtakda ng klase ng aming pamumuno sa mga susunod na taon,” the CSC chief said.
